Nine months after the Khmer Rouge took over Cambodia and closed it to the outside world a bleak picture of life in that country is beginning to emerge. At the beginning of this year Prince Norodom Sihanouk, the nominal head of state who has Peking backing, returned to Phnom Penh, the Cambodia capital, after an extended African tour. The name of the country was officially change to Democratic Cambodia and a new constitution announced. Just how it will work is not clear: Phnom Penh radio, the only official source of news, is as uninformative as ever, though the new constitution envisages a civilian administration, with a legstative assembly and a presidium. Since last April Cambodia has government by Khmer Rouge soldier.
