Phnom Penh's announcement that general elections are to be held in march represents a rounding out of the formal political structure of the new Cambodia, and it follows the recent promulgation of a constitution. While Sihanouk's role is not clear, what is obvious is that the new arrangements will give the Khmer Rouge regime a legitimacy that it has not had before. A general election, a legislature, and a constitution, will mean that legitimacy will derive from the people and not, through Sihanouk, from the crown and the pre-1970 government of Cambodia, which was throughout the war the legal position of the Khmer Rouge.
