Sugesstions at the ASEAN summit that Indochina countries were welcome to accede to the Treaty of Amity and cooperation in Southeast Asia will provoke only a yawn in Indochinese capitals, if not outright scorn. Cambodia is yet to respond to the recognition collectively offered by ASEAN countries after the Khmer Rouge victory last April.
