Nearly a year after the communist take-overs in South Vietnam, Laos, and Cambodia, more than 80,000 refugees still lenguish in the makeshift camps scattered along Thailand's 1,200-mile-long-eastern border. For Bangkok the refugees are a broaden and an embarrassment and Thai officials--under pressure from their communist neighbors--are talking of sealing off the still-porous border and sending the refugees back where they came from.
