Communist hardliners and obscure office holders came to the fore yesterday as Cambodia announced its first government since the resignation of titular head of state Prince Norodom Sihanouk. Khieu Samphan, the 45 year-old Marnist theorectician education in France, was named president, or chairman of the presidium, and was expected to exercise most of the power in the radical regime, now nearly a year old.
