The suggesting today that the administration was trying to shift the "blame" to congress for certain failure in Cambodia. Other maitained that the two senior secretaries were not being cynical but were sincerely trying to cushion the adverse consequences of Cambodia's fall on American foreign policy. In their view, congressional approval of the $222 million is essential to this cushioning process.
