President Ford's chances of securing congressional approval for to Cambodia seemed remote in Washington last night after both the democratic cause in the senate and the house of representatives foreign affairs committe voted to refuse all further assistance. They had been warned that a refusal could mean the fall of Phnom Penh by the end of the month but the feeling seemed to be that Cambodia was past saving.
