The Second National Congress of Cambodia was held in the Cambodian liberated area from February 24 to 25, 1975 and preside over by Khieu Samphan, Deputy Prime Minister, Minister of National Defence of the Royal Government of National Union of Cambodia (RGNUC), and commander-in-chief of Cambodian people's National Liberation Armed Forces (CPNLAF). The congress has adopted a statement which deals with the major internal and external policies of country.
