Cambodia celebrated its first anniversary as a communist state yesterday with an attack on the United State for "spreading propaganda against the new government." Khieu Samphan, who was named head of state three days ago, said at a mass meeting in Phnom Penh Friday that the U.S. evacuation of the Cambodian capital on April 12 last years was the most shameful and unprecedented defeat in the history of the United States.
