The first anniversary of the fall of Phnom Penh on April 17 was marked by a mass rally in the Cambodian capital addressed by President Khieu Samphan, the 45 year-sold French-educated leader of the Khmer Rouge. However, there was no indication how, or if, the rest of the country celebrated the historic occasion. Developments inside Kampuchea remained shrouded in mystery and continued to be the subject of intense speculation and debate.
