After three decades of resistance war against French and U.S. aggression, the Vietnamese Government and people have been bending all energies on healing the wounds of war, rebuilding the country against heavy odds occasioned by both the enemy and natural calamities, and at the same time, have taken great pains to care for little ones with particular solicitude, under the watchword: let the entire people protect, care for, and educate the adolescents and children.
