Yung Peou, cadre of region 106 security, confessed that Say, deputy secretary of Siem Reap district, was a farmer cadre, who was responsible to convince enemy soldiers to surrender to the revolution. Say's responsibility was divided into two duties: firstly, he went to liberated regions and reported the enemy situation to the Angkar, and secondly he reported the liberated regions' circumstance tothe enemy. Moreover, Say was an enemy spy and worked with the enemy until the liberation's day. During working with the enemy, Yung Peou persuaded Say to join in traitorous activities by working as messenger to report on the liberated region's situation to Tep Piro hiding to work in the enemy region. After April 1975, Say was appointed as deputy secretary of Siem Reap district.
ឈ្មោះ យង់ ពៅ កម្មាភិបាលសនិ្ដសុខតំបន់ ១០៦ បានឆ្លើយថា ឈ្មោះ សយ អនុលេខាស្រុកសៀមរាប ជាអតីតកម្មាភិបាលចលនា ទាហានខ្មាំងឱ្យរត់ចូលខាងបដិវត្ដ កុ្នងកិច្ចការនេះមាន ២ ផ្នែក គឺឡើងទៅតំបន់រំដោះរាយការណ៍ពីសភាពការណ៍ខ្មាំងខ្លះជូនអង្គការ និងរាយការណ៍ពីតំបន់រំដោះឱ្យខ្មាំង។ សយ ជាភ្នាក់ងារសន្ដិសម្ព័ន្ធ របស់ខ្មាំង និងធ្វើការជាមួយខ្មាំងរហូតដល់ថ្ងៃរំដោះ។ រយៈកាលធ្វើការជាមួយខ្មាំង ខ្លួនអូសទាញ សយ ឱ្យចូលរួម កុ្នងសកម្មភាពក្បត់ គឺធ្វើនីរសារនាំសភាពការណ៍ពីតំបន់រំដោះ ទៅឱ្យឈ្មោះ ទេព ពិរូ ដែលបង្កប់ខ្លួនធ្វើការឱ្យខ្មាំង កុ្នងតំបន់ខ្មាំង។ ក្រោយ ១៧-៤-១៩៧៥ សយ មាននាទីជាអនុលេខាស្រុក សៀមរាប។
