The Vietnam news agency today says: on 5th February, desirious of putting an immediate and to the conflict and problems between Vietnam and Kampuchea, The Vietnamese government put forth a three-point fair and reasonable proposal which won worldwide support. So far, the Kampuchean government has not yet officially responded to this proposal.
