Summary / Abstract :

If the local armed forces have not been properly huilt as required the regular army though strong will not be able to fulfil satisfactorily its wartime mission of killing the enemy. In order to defend our country effectively and ensure national security we must primarily be able to stage on the defence to ensure local security. The local military tasks contribute decisively to insuring victory in on the spot defend and local security and to protecting every locality in our country.
