Two years after Communist Victory Cambodia is picture by refugees arriving here as a desolate country, beset by crop failures and disintegrating irrigation systems. A sense of aimlessness and drift, they say, seems to pervade the land. Similiar reports are given by defectors from the Cambodian Army, by the few diplomats who have visited the country, by agricultural experts and intelligence sources.
