Vietnam will soon become the first communist nation to appeal for international help in coping with refugees from another communist country-Cambodia. Hanoi Sources claim that since the beginning of this year some 17,000 Khmer Refugees have entered Vietnam, putting an additional burden on its troubled economy. The appeal is obviously expected to win some diplomatic support for Vietnam in its conflict with Cambodia.
