Le Prince Norodom Sihanouk a fait jeudi 28, Septembre une reapparition publique encore que limitee, à Phnom Penh. Mis à part quelques messages de soutien au style sterectypes au P.C Khmer, lors de ceremanies commémoratives, et pour fustiger I "agresseur Vietnamien" le prince avait complétement dispais sa demission consécutive au vote de la nouvelle constitution, en avril 1976.
