Toek Seng Eng, chief of railroad repairing unit, admitted that he assigned Sa Se, worker of railroad unit, to convince people to revolt against the revolution, by meant that wherever railroad would be repaired, the people living there would be persuaded to rebel against [the Angkar]. Toek Seng Eng did not clarify Sa Se's practical activities.
