On 7th March 1979, LPDR acting Foreign Affairs Minister Khampai Boupha sent an official letter to PRC Foreign Minister Huang Hua, requesting that the PRC Government temporarily half the road construction in nothern Lao and that it withdraw all it road construction from Lao to the PRC.
