A rally mass meeting to welcome the delegation was held in Phnom Penh on 21st March. In an address to the meeting, Heng Samrin said that as well as pitting Kampuchea against Vietnam with the assistance of Pol Pot regime, the Chinese had also tried to divide Laos and Vietnam.
