Tum Chhoeun aka Chhan, working in state warehouse, Men Sakhan aka Mol, working in state commerce, and Khun Dean aka Doeun, working in land transportation, confessed that Suong, chief of division 450, was a traitorous network of Khuon. In December 1975, Nhem declared the forces for being attacked Phnom Penh in July 1976 and prepared some targets such as Suong fought to take over the Ministry of Propaganda; Oeun fought to take over the Staff, but the plan was broken up. Divisions controlled by Suong and Oeun were the main units for being against the revolution in January 1977.
