Bangkok, Jan. 15 (NYT)-When the mopping up in Cambodia is finished an Indochinese federation of Vietnamese design will exist in all but name. Perhaps it exists already, because most analysis here believe that the remnants of former Premier Pol Pot's aimed forces cannot reverse Vietnam's lightning victory, sealed when its forces conquered Phnom Penh a week ago Sunday.
