Bangkok, July 21 (NYT)--Until three years ago, Net Phoumary was a secretary in a sugar refinery about 20 miles west of the Cambodian capital, Phnom Penh. Her husband was an eletrical engineer at the same refinery and together they made enough money to raise three children and save a little. She said: "We had a small villa and a car. Our life was comfortable"
