The Vietnamese have never been noted for shuttle diplomacy. But last week emissaries from Hanoi swept the Pacific in an unusual diplomatic offensive. Deputy Foreign Minister Phan Hien ranged from Japan to Australia, seeking loans and friendship, and-most surprisingly- dropping hints that his nation might deal with the U.S without "precondition". At the same time, a Vietnamese delegation traveled to Honolulu-the first diplomats from Hanoi to touch U.S soil-ostensibly to discuss the return of Americans still missing in action, but possibly to test the U.S mood toward normilization of relations.
