Communist Party Secretary Xuan Thuy said the government is ready for diplomatic relations with the U.S even though Washington has not provided war reconstruction aid (July 30). Bombing and strafing of Cambodian troops to prevent them from penetrating Vietnam has been carriedout on an unprecedented scale in the border war, a U.S intelligence report said (Aug 1).
