Washington-Prince Norodom Sihanouk is changed his mind and now plans to return to Peking next week to help in what he sees as a long struggle to drive the Vietnamese out of Cambodia. He told the post-dispatch that when he first emerged from Phnom Penh three weeks ago, Chinese leaders demanded that he renew his alliance with the Cambodian communists who had kept him and his family under house arrest for nearly three years.
