Hanoi had irritated Moscow with its membership of the World bank, the IMF and the Asian Development Bank (ADB). Phan Van Dong had obtentatiously snubbed his host, the Soviet Ambassador to Hanoi at a reception marking the anniversary of the October. Revolution, two months later in December 1976, the Soviet Union despatched its top ideologue, Mikhail Suslov, accompanied by strong delegations from Eastern Europe, to attend the Fourth Congress of the Vietnam Workers' (Communist) Party in Hanoi, where they put strong pressure on Vietnam to join Comecon.
