On 1st September, 1978 Soviet Leader Brezhev viciously slandered Democratic Cambodia by saying that it was Cambodia that had provoked Vietnam. [This presumably refer to the telegram sent by Brezhnev and Kosygin to the Vietnamese leaders on the SRV's national day]. The propaganda and Information Department of the Foreign Ministry of Democratic Cambodia has been authorized by the Foreign Ministry to make the following statement.
