After analysing the situation and the revolutionary task of the armed forces, he urged the representatives to grasp the party's political and military lines creatively apply them as wellas the experiences drawn from a year of guiding the implementation of emulation throughout the army, ceaselessly raise cambat capabilitiese and strength, and stand ready to defeat all enemy aggressors at anytime, on any scale and from any direction, thus firmly defending the socialist Vietnamese fatherland.
