Hong Kong: Seven months after Prinve Norodom Sihanouk's triumphant return to Peking, in late August his relations with China had eached an all-time low, with Sihanouk publicy accusing Peking of fighting "to the last Kampuchean" and Chinese leaders rejecting his idea of a solution to the Kampuchean problem through an international conference. At the end of his frustrated efforts to woo Peking and Western countries, he sadly conceded: "I have no power to save my country".
