Besides supporting hanoi in invading Kampuchea, dominating Laos and provocations against China, the Soviet Union has stepped up its own military penetration of Vietnam, laos and Kampuchea with the intention of gradually turning the whole of Indochina into a military base for expansions in other part of Southeast Asia and the Pacific region.
