The toughest thing about being neutral is deciding whose side you're noton. When the leaders of the 96 member states and organisations in the non-aligned movement ended their sixth triennial summit in Havana last week, that sobering truth weighed more heavily than at any time in the group's 18-year history. instead of serving to reaffirm lofty ideals, the seven-day parley-two days over schedule-sank into a noisy squavvle over the limits of neutrality.
