Sokh Yan, secretary of Battalion 234, Regiment 23, Division 290, confessed that Seng, assistant of Political Affairs of Division 290, was a White Khmer member. Seng took the responsibility for recruiting forces for purpose of mounting an attack on the party on September 30, 1976.
