The uses and abuses of western aid to Cambodia erupted into a row last week when a group of French national assembly deputies returned from Phnom Penh and charged that the Vietnamese were helping themselves to large quantities of ti. The main aid agencies-the International Red Cross, the UN Children's Fund (UNICEF) and Oxfam, the British Charity jumped smartly to the defence of Vietnam and its client Cambodian government, with statement that invariably included the all- purpose let-out: "there is no evidence that..."
