President Carter has been understandably disturbed by American intelligence reports alleging that the Soviet Union is diverting foreign supplies of food and medicine intended for starving Kampucheans and handing them instead to the Vietnamese forces in the country and to the Heng Samrin military. "Is there no pity?" The president is reported to have asked, and indeed there seldom is in the Soviet Union.
