GENEVA, Oct. 10 (IHT)--Vietnam today accaused China and the United States of creating tension in Indochina, threatening the July agreement on Indochinese refugees. In a speech today before the executive committee of the UN High Commissioner for Refugees (UNHCR), Vietnam also charged that other countries are "exploiting" humanitarian worries over Cambodia.
