Summary / Abstract :
Last Week the International Committee of the Red Cross telexed the NEW STATEMAN to say that it wished to 'withdraw' a letter for publication following my Cambodia report on 21 September. The letter, signed by Alain Moudoux, head of public relations in Geneva, had merely protested the ICRC's 'neutrality'-That is, its insisstance on supplying the Khmer Rouges as a pre-condition to mounting a relief programme for most of the population-and confirmed that only 100 tons of relief (or, as M. Moudoux put it, 'more than' 100 tons) had been sent by Genva to Phnom Penh: in effect, virtually nothing.
