Whatever the outcome of Cambodia's tragredy,There was evidence last week that humanitran concerns for the Indochines have not vanished alltogether. At a "Refugees summit" last July in Genever, The U.N.high commission for Refugees (UNHCR)was given $190 million in additional aid for the hapless boat people of southeast Asia:28 nations extended260,000 entry visa pledges,and the enbarrassed Vietnamese government promised to place a moratorium on its zealously cruel expulsions.
