Du 10 au 20 Mai 1980, l'occupant Vietnamien a mélangé du lait en poudre (détourné de l'aide humantiare Internationale) avec du poison, et a empoisonné plusieurs points d'eau située le long de la route allant de la frontière Kampuchea-Thaï au district de Bävel (province de Battambang, Nord-Qest).
