If anything has surprised any one along the Thai-Kampuchea border in the past three months, it has been the failure of the Vietnamese to launch a large scale dry season offensive against Khmer Rouge guerilla remnants. But American officials, who at first predicted it would come last Decemeber say they are not drawing premature conclusions with the wet season still three months away.
