Phnom Penh (NYT)-Vietnam has established a strong hold this enfeebled Country, but Cambodia's weakness is causing it concern. Senior Vietnamese officials, in conversations here, indicated that Vietnam is worried by the possibility of another famine,and that is has only limited confidence the competence of the Cambodia Government of President Heng Samrin, which was installed in January, 1979, when the Vietnamese Army deposed the regime of Premier Pol Pot.
