Khieu Samphan, President of the Presidium of the state of Democratic Kampuchea and Prime Minister, said in his letter to the Kampuchean Relief Centre of Japan on August 15 that the Government of Democratic Kampuchea and the patriotic and Democratic Front of the Great National Union of Kampuchea offer the following three point solution to question of Kampuchea and to ending the suffering of the Kampuchean people.
