Summary / Abstract :

Vietnam faces daunting economic problems and the prospect of continuing low investment. It can not expect any noticeable improvement in the next decade. Economic policy debates seem to have been resolved, at least for the time being, in favor of those who call for improving living conditions now and building socialism at a slow pace. But some Vietnamese leaders fear the corrupting influence of these liberal policies.
