In a deft move annouced after the Indochinese foreign Minister's meeting in Vientiane last week (July 18) Hanoi put Thailand on the defensive and placed the ball fimly in the Asean court. The foreign Ministers' statement neatly sidestepped the question of Vietnamese occupation of Kampuchea and made the security of Thailand the main issue of negotiation.
