A Report by William Branigin of the Washington post (IHT, May 21) provides a grim reminder that the Vietnamese boat people have not gone away. What's more, their numbers are increasing. Hong Kong reports that it has taken in twice as many Vietnamese refugees this year as during the same period last year.
