Sam Chhoeun aka Pheng, Secretary of Regiment, Division 310, conceded that Sa Kum attended the meeting and received a plot from Khuon to increase in number of traitors within military units, to spoil the storm attack of the Kampuchean Communist Party, and to prompt combatants to defect their units.
