Sam Chhoeun aka Pheng, secretary of Regiment 12, Division 310, confessed that in late 1975, Suong, secretary of Division 450, attended the meeting and accepted treacherous plan made by Khuon living in the east of Wat Phnom pagoda. The agenda was to announce the party's new leaders consisting of three people called Ta Ya, Lekh, and Khuon to go ahead with the destruction of equipment and the expanding of anti-revolutionary network.
ឈ្មោះ សំ ឈឿន ហៅ ផេង លេខាវរសេនាធំ ១២ កងពល ៣១០ ឆ្លើយពីឈ្មោះ សួង លេខាកងពល ៤៥០ ថា នៅចុង ឆ្នាំ១៩៧៥ សួង បានចូលរួមប្រជុំទទួលផែនការក្បត់ពីឈ្មោះ ឃួន នៅខាងកើតវត្ដភ្នំដែលមានខ្លឹមសារគឺ ប្រកាសចាត់តាំងគណៈដឹកនាំ បក្សថ្មីមានតាយ៉ា លេខានិង ឃួន អចិន្ដ្រៃយ៍, បន្ដបំផ្លាញសម្ភារៈ និងបន្ដកសាងកម្លាំងសំរាប់វាយបដិវត្ដ។
