Mr. Sorzano said U.S support for such a programme dependence on effective monitoring and the provision of substantial emergency aid by the Soviet bloc. The emergency relief programme cannot be run as it has in the past when Western-Donated relief was turned over directly to tie Phnom Penh authorities with insufficient assurances that these supplies would reach their intended recipients.
លោក សូហ្សានូ បាននិយាយាថា សហរដ្ឋអាមេរិកបានគាំទ្រទៅលើកម្មវិធី តាមតានដែលមានប្រសិទ្ធភាពនិងផ្ដល់ជំនួយសង្គ្រោះបន្ទាន់ ច្រើនគួរសមពី ប្លុកសូវៀត។ កម្មវិធីជំនួយសង្គ្រោះបន្ទាន់មិនអាចដំណើរការបានដូចមុន ទៅនាពេលជំនួយសង្គ្រោះដែលបរិច្ចាកពីប្រទេសលោកខាងលិច បានប្រគល់ ដោយផ្ទាល់ដើម្បីរឹតចំណងនិងអាជ្ញាធ័រភ្នំពេញ ជាមួយនឹងការធានាមិន គ្រប់គ្រាន់ថា ការផ្គត់ផ្គង់ទាំងនេះនឹងបម្រុងទទួលតាមបំណង។
