Washington: In an atmosphere of budget and amid a growing clamour against the increasing burden of so-called economic migrants on domestic welfare services, the administration of President Ronald Reagon has requested congress to lower the ceiling for admission of Indochinese refugees to the United States in fiscal 1982 to 120,000 from 168,000 last year.
