The world knows that the Kampuchea problem has been created by the aggression committed by the Hanoi authorities whose hundreds of thousands of troops have been sowing the worst devastations and sufferings in Kampuchea and against her people, bringing death to more than 2.5 million Kampucheans and creating insecurity instability in the region.
